Canada's refugee system is broken. It is groaning under the weight of a massive backlog, burdened by a Byzantine decision-making system, and freighted with a cumbersome deportation process. An unsustainable surge in refugee claims prompted the government to impose visa requirements on two democracies, Mexico and the Czech Republic, last summer.
